Requires electric utilities to file new tariffs within 60 days to cover infrastructure costs for charging electric vehicles in public fleets (state, municipal, public authority, and school district vehicles)

Mandates utilities include 100% of utility-owned make-ready costs (transformers, service lines, meters) in their rate base, spreading costs across all ratepayers rather than charging fleet customers directly

Requires utilities to cover at least 50% of customer-side make-ready costs (conductors, trenching, panels) for sites outside disadvantaged communities, and at least 90% for sites within disadvantaged communities

Includes a clawback provision requiring non-public entity customers to repay a prorated portion of incentives if they reduce their electric fleet vehicles within 10 years of receiving the benefit

Directs the Public Service Commission to approve or modify the proposed tariffs within 90 days of filing, following public notice and comment
