Prohibits state and local agencies from disclosing personally identifiable information about individuals' religious beliefs, practices, or affiliation to federal authorities for the purpose of creating religion-based registries or databases

Bars state and local agencies from using money, facilities, equipment, or personnel to assist in creating or enforcing any government program that compiles lists of individuals based on religion, national origin, or ethnicity for law enforcement or immigration purposes

Restricts law enforcement from collecting religious information except during targeted criminal investigations with reasonable suspicion and a clear nexus to the crime, or when providing religious accommodations

Automatically terminates any existing agreements that conflict with these protections as of the effective date

Permits agencies to continue sharing citizenship or immigration status information consistent with federal law, and allows collection of aggregate, non-personally identifiable data on religion or ethnicity
