Establishes that personnel records used to evaluate performance, employment continuation, or promotion for police officers, firefighters, firefighter/paramedics, correction officers, and probation officers are confidential and not subject to public inspection

Requires express written consent from the officer or a lawful court order before personnel records can be reviewed or disclosed

Mandates a judicial review process where judges must hold hearings, allow interested parties to be heard, and find sufficient factual basis before ordering records to be released

Requires judges to conduct in-camera review of sealed records and only release portions found to be relevant and material to the requesting party

Exempts district attorneys, the attorney general, county/corporation/town/village attorneys, grand juries, and government agencies acting in their official functions from these confidentiality restrictions
