Requires at least 80% of participant time be spent in paid employment building transferable skills, with up to 20% devoted to education and employment readiness activities such as GED programs, certifications, financial literacy, and job placement services

Allows one-year participation periods with the option to reapply annually until no longer eligible

Provides employers with wage subsidies of up to one-third of gross wages for up to one year when hiring program participants

Compensates participants at a rate equal to 265% of the federal poverty line for both employment and educational components, with this income fully excluded from public assistance calculations

Requires outreach to high schools, GED programs, public assistance work readiness programs, and youth exiting the criminal justice system or non-secure placement programs
