Expands the class D felony for manufacturing weapons to include ghost guns, unfinished frames or receivers, firearm silencers, magazines, and major firearm components in addition to existing prohibited items like machine guns and assault weapons

Creates a new class A misdemeanor for intentionally selling, distributing, or disposing of digital instructions (CAD files, STL files, or other code) that can be used to 3D print firearms, ghost guns, magazines, or major weapon components

Restricts distribution of 3D printing instructions only to licensed gunsmiths with a Type 7 Federal Firearms License in New York

Adds a legal definition of "three-dimensional printer" as a computer-driven machine capable of producing a 3D object from a digital model

Authorizes wiretapping for investigations of the new offense involving distribution of 3D-printed weapon instructions, and takes effect 60 days after becoming law
