Expands New York's aggravated cruelty to animals law to include wildlife (as defined in environmental conservation law) in addition to companion animals, excluding insects

Defines aggravated cruelty as intentionally killing or causing serious physical injury with no justifiable purpose, conducted in a manner intended to cause extreme physical pain or done in an especially depraved or sadistic manner

Exempts lawful hunting, trapping, fishing, taking under environmental conservation law, sound agricultural practices, and reasonable pest management activities in accordance with federal, state, and local regulations

Maintains existing exemptions for dispatching rabid or diseased animals, animals posing threats to human safety, and properly conducted scientific tests in approved laboratories

Takes effect 90 days after becoming law
