Prohibits passenger vehicle engines from idling for more than 3 consecutive minutes when not in motion, applying to motor vehicles, light-duty trucks under 8,500 pounds, motorcycles, taxicabs, and liveries (excludes electric vehicles)

Exemptions include: traffic conditions beyond driver control, federal/state/local temperature regulations for passenger comfort, hybrid vehicles charging batteries, ambient temperatures at or below 32°F, vehicle maintenance, loading/unloading persons with disabilities, vehicles containing children or pets, and military tactical vehicles in training

Authorized emergency vehicles are fully exempt while performing duties

First violation results in a warning; subsequent violations carry a civil penalty of up to $150

Local laws (such as New York City's existing idling rules) remain valid if they are at least as stringent as this state law; act takes effect 180 days after becoming law
