Requires payment of the standard registration fee plus a one-time $25 service charge for the specialty plate

Plate production requires either a $6,000 surety bond or at least 200 pre-orders with non-refundable service charges before design and production begins

If fewer than 200 plate sets are sold within two years of availability, the state may recover proportional costs from the surety bond

Takes effect 180 days after becoming law, with immediate authorization for necessary regulatory changes
