Expands the powers of New York State Industrial Development Agencies (IDAs) to provide loans to private or public corporations or legal entities, requiring loan agreements and use of proceeds for agency purposes

Authorizes IDAs to provide grants to private or public corporations or legal entities, with grant agreements specifying services to be provided in furtherance of agency purposes

Permits IDAs to provide seed and early-stage equity funding to private corporations or legal entities in seed, early, or venture stages of development that have potential to generate economic activity in New York

Requires equity funding recipients to be located within the municipality the IDA serves and to return funds if they leave that municipality within a timeframe set by the agency
