Changes from permissive ("may") to mandatory ("shall") the appellate review of orders denying motions to suppress evidence when a defendant appeals a conviction

Allows defendants to appeal suppression rulings even when the conviction results from a guilty plea

Permits appellate review of suppression decisions regardless of any waiver of the right to appeal the defendant may have signed

Takes effect 60 days after becoming law
