Requires mental health services provided via telehealth under articles 16, 31, and 32 of the mental hygiene law to be reimbursed at the same in-person rates by default, removing the requirement for commissioner approval of each service

Shifts the burden from commissioners deeming services "appropriate" for telehealth reimbursement to only requiring commissioner action when a specific service is "deemed inappropriate"

Covers services licensed or authorized through the Office for People with Developmental Disabilities, Office of Mental Health, and Office of Addiction Services and Supports

Takes effect 60 days after becoming law, with amendments expiring when the underlying telehealth reimbursement provisions expire
