Expands the Department of Health's required annual review of correctional facility health policies to cover additional areas including women's health, transgender health, chronic conditions, geriatric care, substance use disorders, and emerging infectious diseases

Requires the Department of Health to conduct biennial studies of healthcare staffing in state and local correctional facilities, examining staffing adequacy, salary and geographic challenges, and impact on service availability

Mandates that all review reports be posted publicly on the department's website rather than simply maintained as public records available for inspection

Requires the first staffing study to be completed and submitted to the governor, senate president, and assembly speaker within one year of the law's effective date

Directs consultation with the Office of Addiction Services and Supports when reviewing substance use disorder policies in correctional facilities
