Establishes a mandatory 10-day waiting period for all firearm purchases from licensed dealers, beginning from the date the national instant criminal background check is initiated

Requires dealers to receive confirmation that the purchaser has passed all federal, state, and local background checks before delivery can occur

Exempts law enforcement officers, corrections officers, federal employees authorized to carry firearms, military members, National Guard, licensed gunsmiths receiving firearms for repair, manufacturers/distributors/dealers transferring between themselves, and firearms loaned as props for film/TV productions

Removes existing provisions that allowed firearm delivery after 30 calendar days if no denial was received from the background check system

Violations of the waiting period requirements constitute a class A misdemeanor
