Creates a wholesale prescription drug importation program allowing New York to import prescription drugs from Canada to generate cost savings for consumers

Requires imported drugs to meet FDA safety and effectiveness standards, come only from regulated Canadian suppliers, and be expected to produce substantial consumer savings

Excludes controlled substances, biological products, infused drugs, intravenously injected drugs, drugs inhaled during surgery, and certain parenteral drugs from the importation program

Mandates the Commissioner of Health seek federal approval and certification from the U.S. Department of Health and Human Services before implementing the program

Requires annual reporting to the Governor and Legislature on imported drugs, participating suppliers and wholesalers, estimated cost savings, and audit findings
