Establishes a professional credentialing pilot program within the Office for People with Developmental Disabilities to enhance the direct care support field and promote direct support work as a career with advancement opportunities

Pilot program participants will be selected from state-operated facilities and not-for-profit providers, geographically distributed throughout the state with priority given to regions with the greatest need

Creates a 22-member advisory council chaired by the commissioner, including direct support professionals, self-advocates, regional workforce transformation representatives, and members appointed by the governor, senate, and assembly

Program initiatives must include credentialing and education programs utilizing best practices, comprehensive training with online components, mentorships, and support groups based on national competency standards

Requires a report by November 15, 2028 detailing recruitment and retention rates, number of professionals credentialed, quality of services improvements, and recommendations for statewide implementation including potential Medicaid waiver inclusion
