Defines "convertible pistol" as any semi-automatic pistol with a cruciform trigger bar that can be readily converted to automatic fire using common household tools and a pistol converter

Makes manufacturing, transporting, or shipping pistol converters a class D felony, alongside existing prohibitions on machine-guns and assault weapons

Makes disposing of, transporting, or shipping convertible pistols as merchandise a class D felony, with exemptions for military personnel, police officers, peace officers, federal service members, defense contractors, and licensed gunsmiths/dealers

Takes effect 180 days after becoming law, with the State Police superintendent authorized to promulgate implementing rules and regulations
