Expands the definition of "mass shooting" in the executive law to include incidents where at least four people are murdered or injured with a firearm, rifle, or shotgun, rather than only murdered

Amends section 835 of the executive law, which governs emergency response measures and access to emergency funding

Removes redundant language from victim services provisions that previously separately referenced shootings with four or more people injured, since the expanded definition now covers both scenarios

Takes effect immediately upon enactment
