Mandates that public utility companies cooperate with DEP investigations and comply with all departmental requests related to the investigation

Holds public utility companies responsible for all investigation costs if found to have caused significant damage, with payment due within 60 days of DEP's conclusion

Allows utility companies an opportunity to submit evidence to DEP before any determination is made
