Expands the definition of "language minorities" in election law to include speakers of Haitian Creole

Adds persons of Middle Eastern or North African heritage to the language minority designation, as defined by the federal Office of Management and Budget's Statistical Policy Directive 15

Amends Section 17-204 of the election law, which was originally established by Chapter 226 of the laws of 2022

Takes effect one year after becoming law
