Establishes "Kirby and Quigley's Law" to expand the definition of aggravated cruelty to animals under the agriculture and markets law

Adds a new category of aggravated cruelty when a person intentionally causes physical injury or death to a companion animal during the commission of a felony or while fleeing from a felony

Maintains existing aggravated cruelty provisions for intentionally killing or causing serious physical injury to a companion animal with no justifiable purpose

Defines "aggravated cruelty" as conduct intended to cause extreme physical pain or carried out in an especially depraved or sadistic manner

Takes effect immediately upon passage
