Creates "Suzanne's Law" establishing enhanced penalties for violent felonies committed on school grounds, elevating Class C, D, and E felonies by one category higher than the underlying offense

Covers specific crimes including assault (first and second degree), gang assault, rape, sexual abuse, aggravated sexual abuse, kidnapping, unlawful imprisonment, and coercion, as well as attempts or conspiracies to commit these offenses

Defines "school grounds" broadly to include buildings, athletic fields, and playgrounds of educational institutions from nursery schools through universities, plus any public areas within 1,000 feet of school property boundaries

Establishes minimum sentence requirements for Class B felonies committed on school grounds, including at least 6 years for indeterminate sentences, 8 years for determinate sentences, and 12 years for persistent violent felony offenders

Authorizes state, local governments, and private entities to place "assault and abduction free school zone" signs on highways within school grounds upon request of school authorities
