Repeals section 400.03 of the penal law relating to sellers of ammunition

Allows legally possessed and registered assault weapons to be transferred from a deceased person's estate to immediate family members, who must comply with existing registration requirements

Makes all firearm license applications and supporting records confidential and exempt from public disclosure under the Freedom of Information Law, eliminating the previous opt-out exception system

Requires mental health professionals reporting individuals likely to cause serious harm to include contact information in reports to the director of community services, and mandates written notification to the reported person including their right to petition for relief from firearm disability

Transfers administrative responsibilities for firearm licensing databases and records from the Division of State Police to the Division of Criminal Justice Services

Requires the state to bear all costs for software, programming, and administrative expenses related to firearm license recertification by licensing officers
