Amends New York Executive Law section 296 to explicitly include religious attire, clothing, and facial hair within the definition of "creed" for anti-discrimination protections

Prohibits owners, managers, and employees of public accommodations, resorts, or amusement facilities from discriminating against individuals wearing attire or facial hair in accordance with their religious practices

Bars public accommodation establishments from publishing, posting, or distributing any communication indicating that services will be denied based on religious attire or facial hair

Applies to all forms of discrimination including refusal of service, denial of facilities or privileges, and withholding credit extensions

Takes effect immediately upon passage
