Directs the Department of Environmental Conservation to coordinate with Long Island municipalities, Alfred University, and the Glass Packaging Institute to develop a regional glass recycling plan for Long Island

Requires the plan to include proposals for reusing recycled glass materials

Mandates identification of state-owned property, or property the state could acquire, as a site for building a Long Island glass recycling facility

Requires submission of a report detailing the regional plan within one year to the Governor, legislative leaders, and the Nassau and Suffolk county executives

Takes effect immediately upon passage
