The land in question was previously developed as a private tuberculosis hospital, private college annex, and state prison, and currently contains 48 structures

All revenue from the sale must be deposited into a state account used exclusively for acquiring new forest preserve land

Water rights on the property would be reserved for the Town of Brighton to establish a Water District providing potable water to residents from Gabriel's hamlet to Easy Street, addressing contamination from road salt in local wells

As a constitutional amendment, the proposal must be approved by two successive legislatures and then submitted to voters for ratification
