Authorizes both the New York City Comptroller and the New York State Comptroller to conduct financial audits of charter schools located in New York City (previously only the city comptroller had this authority)

Requires the State Comptroller to coordinate with the New York City Comptroller on scheduling and performing audits of NYC charter schools before conducting such audits

Maintains the requirement that charter schools undergo independent fiscal audits at least annually, consistent with generally accepted accounting and audit standards

Applies specifically to charter schools in cities with a population of one million or more (effectively New York City)
