Exempts broadcasting for advancing patient health care treatment, quality assurance programs, education/training of health care personnel, and security purposes, though patients must be informed and may refuse educational broadcasts

Creates exceptions for news media coverage, professional journalists, and third-party recordings made without facility knowledge or consent

Establishes a private right of action allowing patients or their estate representatives to sue for damages and recover attorney's fees when their privacy rights are violated
