Expands the prohibition on "canned hunts" by banning the shooting or spearing of non-native big game mammals confined in any fenced or enclosed area from which the animal cannot escape, removing the previous 10-acre size limitation

Prohibits deliberately releasing confined non-native big game mammals in the presence of someone who will shoot or spear them, regardless of enclosure size

Broadens the definition of "fee" to include any compensation for room, board, meals, lodging, or other goods and services on the premises, closing potential loopholes where operators avoided direct hunting fees

Changes "a fee" to "any fee" to strengthen enforcement against pay-to-hunt operations

Takes effect on November 1st following enactment
