Defines "hunting dog" as a dog used for hunting or training purposes under environmental conservation law section 11-0923, wearing identification with owner/trainer/handler contact information, and in compliance with licensing requirements

Exempts hunting dogs from "running at large" violations if the owner/trainer/handler is on property where hunting is permitted, the dog was intentionally released to hunt on permitted property, and the person can demonstrate a valid hunting with dogs license

Allows dog control officers, peace officers, or police officers to charge owners/trainers/handlers with running at large violations if they cannot demonstrate compliance with the hunting dog requirements at the time of recovery or seizure

Takes effect immediately upon enactment
