Creates the "Farmland for a New Generation" program to be administered by the Commissioner of Agriculture and Markets in partnership with American Farmland Trust

Establishes a statewide resource center for farmland transition and conservation, along with a network of regional navigators to assist with farmland access and transfer across New York

Helps new farmers find affordable land, enables existing farmers to acquire additional land or find successors, and assists farmland owners in connecting with farmers willing to work their land

Supports farm families in transferring ownership to successors and assists farmers in protecting land through conservation easements

Provides funding (subject to appropriation) for the statewide resource center and for regional navigators through Cornell Cooperative Extension and other conservation organizations
