Expands the definition of "land used in agricultural production" to include farms operating for at least two years with either 7+ acres and $5,000+ annual gross sales, or under 7 acres with $35,000+ annual gross sales

Allows newly established farms (in their first or second year) with at least 7 acres to qualify for agricultural assessment if they can demonstrate they will meet gross sales requirements within 5 years

Requires the Commissioner of Agriculture or advisory board to create metrics for assessors to evaluate whether farm operations will meet sales thresholds within the allotted timeframes

Mandates that assessors give special consideration to farms that received state or federal grants, particularly those for beginning farmers and economically/socially disadvantaged farmers

Removes agricultural assessment status from farms that fail to meet the required gross sales values within 3 years (for existing operations) or 5 years (for new operations)
