Increases annual training requirements for municipal planning board and zoning board of appeals members from 4 hours to 5 hours across counties, cities (except NYC), towns, and villages

Mandates at least 1 hour annually be devoted to environmentally conscious planning training, which cannot be carried over to future years unlike other excess training hours

Environmentally conscious training topics include compliance with the Climate Leadership and Community Protection Act, grant/funding opportunities, farmland and natural resource conservation, and climate justice

Additional training subjects cover environmentally conscious site design, building material techniques, and water mitigation and energy systems best practices

Takes effect on January 1 following enactment and amends the general municipal law, general city law, town law, and village law
