Grants automatic approval ("deemed granted") if a municipal building inspector fails to approve or deny an eligible facilities request within 60 days, with the municipality required to issue permits within 15 days of receiving notice

Exempts eligible facilities requests from environmental quality review under state law and allows aggrieved parties to challenge municipal actions in supreme court within 30 days
