Establishes the "Youth Justice Innovation Fund" with $50 million in the custody of the state comptroller and commissioner of taxation and finance

Provides funding to community-based organizations through the Division of Criminal Justice Services for youth development programs, violence prevention, alternatives to detention, reentry services, and employment training for youth up to age 25

Requires annual reports by March 1st to legislative leaders detailing fund disbursements, award recipients, amounts awarded, purposes of grants, and financial plans

Fund may also receive grants, gifts, or bequests in addition to the initial state appropriation

Takes effect immediately and applies to expenditures made on or after April 1, 2025
