Creates a new "for-profit club" liquor license allowing private membership establishments operated for recreational, social, patriotic, political, benevolent, communal workspace, corporate dining, or athletic purposes to sell liquor, wine, beer, cider, mead, and braggot to members and their guests for on-premises consumption

Sets the annual license fee at $20,000 and requires clubs to have a minimum of 100 members who pay annual dues and are listed on the membership roster

Exempts corporate dining spaces from the 100-member requirement, allowing companies to serve alcohol to employees, clients, and guests in designated dining areas, with authorization to contract with third-party food and beverage providers

Prohibits licensing premises within 200 feet of schools or places of worship, or within 500 feet of existing licensed establishments in municipalities with populations of 20,000 or more, with exceptions available through public hearings

Takes effect 180 days after becoming law and subjects licensees to civil penalties up to $10,000 for violations, with liability under general obligations law for alcohol-related incidents
