Removes the prohibition on designating polling places in buildings with businesses licensed to sell alcoholic beverages for on-premises consumption

Requires boards of elections to designate public buildings as polling places to the extent practicable, but prohibits public school buildings from being designated as early voting polling locations

Expands mandatory polling place designation to include buildings owned by entities receiving more than $1 million in annual state grant funding, in addition to tax-exempt buildings

Allows building owners/operators to avoid designation as a polling place only if they demonstrate the use is "significantly incompatible" with the entity's primary function, replacing the previous "whenever possible" standard
