Changes the reporting requirement for managed long term care plan implementation from biannual to annual

Requires the Department of Health to post detailed service utilization data on its website in an interactive format, including member months authorized for personal care, consumer directed personal care, private duty nursing, and home health services broken down by hours per month and region

Mandates reporting of "per member per month" expenditures by plan, covering administrative costs, case management, home health care, dental, vision, medical supplies, therapy services, and nursing facility services, with calculations comparing home/community-based versus institutional care spending

Requires plans to report complaint, grievance, and appeal data including outcomes, service types involved, and specific issues such as service denials, reductions, or staffing problems

Adds metrics tracking timely access to authorized services (including unstaffed care plans and wait times) and rebalancing from institutional to community-based care (including nursing facility admission rates and successful community discharge rates)

Requires the department to develop a reporting mechanism by October 1, 2025 and make all past and future audited cost reports available for download in CSV format within 30 days of completion
