Creates new crime of "deceptive wearing of a mask" for wearing masks or disguises while loitering or congregating in public places during protests, rallies, or public assemblies, classified as a class B misdemeanor

Establishes "aggravated deceptive wearing of a mask" when masked conduct during protests results in injury to a person, property damage, or theft, classified as a class A misdemeanor

Exempts masks worn for religious observance or customs from prosecution

Exempts masquerade parties and similar entertainment, provided proper permission is obtained from police or authorities in cities with regulations governing such events

Takes effect 90 days after becoming law
