Allows board of elections employees who become candidates for office overseen by their board to remain employed if they receive prior authorization by a majority vote of the board of elections commissioners

Requires the state board to create rules specifying when such authorization may be granted, including mandatory restrictions preventing the employee from working on matters directly related to the election in their jurisdiction

Defines candidate status as beginning when a designating or nominating petition is filed, or upon acceptance of a nomination for offices not using petitions

Permits candidates without primary elections to remain on the payroll for up to 90 days before a general election

Exempts unpaid party positions from these conflict of interest provisions
