Establishes the "Garden Protection Act" to protect sustainable cultivation of fresh produce on residential property for personal consumption or non-commercial sharing

Creates legal definitions for "home vegetable garden" (vegetables, herbs, fruits, flowers, pollinator plants, leafy greens, edible plants) and "native plant garden/pollinator garden" (plants native to New York with nectar and pollen-rich flowers)

Grants individuals the right to cultivate home vegetable gardens, native plant gardens, and pollinator gardens on their own property or on others' property with permission, in any county or municipality

Prohibits municipalities from regulating these gardens in a manner inconsistent with the act

Allows general local regulations (height, setback, water use, fertilizer use, invasive species control) as long as they do not have the effect of precluding these types of gardens
