Requires courts to automatically expunge arrest records within 30 days when an arrest becomes "voidable" — defined as cases where the individual was released without charges, the arrest lacked probable cause, or proceedings were dismissed

Mandates destruction of photographs, fingerprints, palmprints, and retina scans by police departments, prosecutors, and law enforcement agencies upon expungement order

Requires agencies that shared records with federal authorities or other states to formally request in writing that those copies be destroyed or returned

Allows digital fingerprint images to be retained by the Division of Criminal Justice Services only if a non-expunged fingerprint card already exists on file for the individual

Permits individuals with expunged arrests to legally respond to employment inquiries as though the arrest never occurred, with the law taking effect 180 days after enactment
