Replaces the term "frail or disabled person" with "person in need of assistance," defined as anyone requiring help with one or more activities of daily living or instrumental activities of daily living

Expands the definition of "informal caregiver" to include older adults (age 60+) providing care to minor relatives (age 17 or younger) in their home

Removes the requirement that informal caregivers reside in the same household as the person receiving care

Adds "mental illness" explicitly to the list of health topics covered in caregiver training and technical assistance programs

Directs the Office for the Aging to develop training programs, caregiver resource centers, and caregiver networks in consultation with the departments of health, children and family services, mental health, and developmental disabilities
