Creates the "Affordable Housing for Veterans and Seniors (A.H.V.S.) Fund" under joint custody of the Commissioner of Taxation and Finance, the NY State Director of Veterans' Affairs, and the Comptroller

Allows individuals to make voluntary whole dollar contributions to the fund through their personal income tax returns, effective for tax years beginning January 1, 2027

Contributions do not reduce the amount of state tax owed by the taxpayer

Requires the Comptroller to certify fund deposits annually by February 1 to the Governor and legislative leaders

Mandates an annual public report by February 1 from the Director of Veterans' Affairs detailing fund disbursements, recipients, award amounts, purposes, and a financial plan for current and future fiscal years
