Requires Medicaid coverage for inpatient hospital stays of at least 48 hours after vaginal delivery and at least 96 hours after cesarean section for both mother and newborn

Mandates maternity care coverage include parent education, breast or bottle feeding assistance and training, and necessary maternal and newborn clinical assessments

Allows mothers to opt for early discharge before the minimum hospital stay periods

Requires at least one covered home care visit for mothers who choose early discharge, available upon request within 48 hours of vaginal delivery or 96 hours of cesarean section

Home care visit must be delivered within 24 hours of discharge or the mother's request, whichever is later, and is in addition to any other home health care coverage

Takes effect 180 days after becoming law
