New biometric-based smart access systems are banned for three years after the law takes effect; existing systems may continue but must obtain express consent and destroy biometric data within 48 hours (except reference data)

Violations carry civil penalties of up to $5,000 per occurrence ($10,000 if used to harass tenants), with each day counting as a separate violation; data cannot be shared with law enforcement without a warrant or subpoena
