Establishes the Affordable Independent Senior Housing Assistance Program, administered jointly by the housing and health commissioners, to provide grants for resident assistance programs at qualifying senior housing properties

Defines eligible properties as apartment buildings where residents are over 60 years old, live independently, and at least 80% have household income not exceeding 60% of area median income

Resident assistance must promote healthy living and extend independence, but cannot include services requiring licensure as an adult care facility or assisted living residence

Requires the Department of Health to solicit stakeholder input before issuing grants and provide written determinations on whether proposed assistance would require facility licensure

Allocates 60% of annual program funds to urban areas and 40% to rural areas of the state
