Creates a new crime called "homicide by sale of an opiate controlled substance" when a person unlawfully imports, transports between counties, or sells an opiate controlled substance that causes another person's death

Classifies this new offense as a class A-I felony, the most serious felony classification in New York

Defines "opiate controlled substance" as any substance listed in Schedules I through V of the public health law classified as an opiate or opium derivative

Provides a legal defense if the defendant and deceased jointly acquired and possessed the substance together with intent to use it together

Named "Laree's law" and takes effect 90 days after becoming law
