Expands the types of criminal cases where child witnesses (14 years old or younger) may testify via closed-circuit television to include first-degree murder and second-degree murder

Previously, closed-circuit television testimony was only permitted for cases involving sex offenses (article 130 of the penal law) and incest (sections 255.25, 255.26, 255.27)

Excludes first-degree murder cases where prosecutors have filed a notice seeking the death penalty (pursuant to section 250.40)

Clarifies that prior statements made by child witnesses regarding any of the enumerated offenses are admissible during vulnerability hearings

Takes effect on the first day of the calendar month following 30 days after becoming law
