Creates new penal law section 220.66 establishing the crime of criminal sale of a controlled substance upon the grounds of a drug or alcohol treatment center as a class B felony

Defines "upon the grounds" as within the property boundary of facilities providing chemical dependence services or methadone clinics, or within 1,000 feet of such facilities in publicly accessible areas including sidewalks, streets, parking lots, parks, and parked vehicles

Applies to violations of existing controlled substance sale offenses under penal law sections 220.34 (subdivisions 1-6a) and 220.39 (subdivisions 1-8) when committed in these designated locations

Establishes a rebuttable presumption that a person knew they were near a treatment center when notice is conspicuously posted of the facility's presence

Takes effect on the first of November following enactment
