Creates new offense of aggravated reckless driving when a person commits reckless driving and: has a prior reckless driving conviction within 18 months, knowingly drives with a suspended/revoked license, causes physical injury to another person, commits three separate traffic violations during the incident, or operates an unregistered/uninsured vehicle

Classifies aggravated reckless driving as a class E felony

Authorizes police to seize and forfeit vehicles used in reckless driving or aggravated reckless driving violations, expanding existing forfeiture provisions that previously applied only to unlicensed operation

Exempts rental vehicles and vehicles owned by rental companies from the felony offense provisions

Provides that vehicles not claimed within 90 days after criminal proceedings end for reckless driving or aggravated reckless driving will be deemed abandoned and disposed of by the applicable government entity
